Abstract

The existence of suburban communities spreads until in the interior of the forests, so that the Government is strategically difficult to carry out directly. The forest community empowerment model which is part of the village development policy strategy that has been carried out in Ogan Komering Ilir Regency includes two schemes, are: the district government scheme and the company scheme through the obligation to carry out CSR programs. Both of these policies run independently may not to achieve the target of increasing welfare significantly. The effectiveness of the community development model around the forest should pay attention to the existing conditions of the local area in the modernization paradigm of efforts to achieve integrated development targets. The Synthesis Model is an alternative strategy that is in line with the characteristics of the Indonesian National Development System because it combines the Top-down model with Bottom up so that the National Development System will contain a system of local development in synchronic and harmonious direction towards the achievement of national development that pays attention to local wisdom.
