KINERJA SISTEM BIROKRASI PENYULUH DALAM MEMBERDAYAKAN PETANI MISKIN MELALUI PROGRAM PENINGKATAN USAHA AGRIBISNIS PERDESAAN DI KABUPATEN BANYUASIN, SUMATERA SELATAN
Abstract
ABSTRACT. This research is purposed (1) to analyze factors (instructor performance, internal and external representing bureaucracy system performance) determine farmer’s prosperity both direct and indirectly through poor farmers empowerment, (2) to identify constrains in empowering such poor farmers. This research has been conducted on 208 farmers as respondent in 15 villages which are grouped in 9 districts in Banyuasin regency. The result of this research exposes that (1) instructor performance factor significantly determines farmer’s prosperity (directly), nevertheless it does not significantly determines poor farmers empowerment (indirectly). Internal and external factor do not significantly determine farmer’s prosperity (directly), nevertheless they significantly determine poor farmer empowerment (indirectly). Coefficient determination of bureaucracy system performance toward poor farmer empowerment is 65% (R2 = 65%), on the other hand coefficient determination of bureaucracy system performance toward farmer’s prosperity is 57% (R2 = 57%). PUAP program realization is only 15,3% before calculating any expenses. The expenses are estimated 61%, farmers non performing loan 23% and other constraints on Gapoktan institution, (2) such constraints that usually deal with are (a) changing farmer’s mindset (paradigm), (b) low of farmer’s education, (c) long distance of PUAP receiver villages, (d) non performing loan, and (e) lack of counseling fund.
